AGI may be. Intelligence is necessary but may not sufficient. Also (my belief) is that there are many unexplored areas of human mind - consciousness being one. And the subconscious processes that we have no access to (yet). Mapping a mind on to a machine is just scratching the sufrace - notwithstanding the possiblity of not being able to.
